The ICAO NAM/CAR/SAM Civil/Military Cooperation Seminar/Workshop took place at the “Escuela Superior de Guerra Aerea” in Lima, Peru from 16 to 19 August 2011.
This seminar/workshop had been convened by the International Civil Aviation Organization (ICAO), in partnership with the Civil Air Navigation Services Organisation (CANSO), the European Organisation for the Safety of Air Navigation (EUROCONTROL), the International Air Transport Association (IATA), the Federal Aviation Agency (FAA) and the Department of Defence (DoD) of the United States, the Germany Ministry of Transport, the North Atlantic Treaty Organization (NATO) and UVS International (UVSI).
This seminar/workshop was a Special Implementation Project (SIP) for the CAR/SAM Regions, in conjunction with Regional Project RLA/06/901, and is also part of a worldwide campaign of regional civil/military cooperation events recommended by the Global Air Traffic Management Forum on Civil/Military Cooperation (Montreal, October 2009), endorsed by the 37th Assembly (October 2010), which formulated Resolution A37-15, Appendix 0: Coordination and Cooperation of Civil/Military Air Traffic.
The event consisted of two days of a high-level seminar and two days of workshops. The high level seminar started with a reminder of the outcome of the ICAO Global Civil/military Cooperation Forum, the high-level seminar/workshop programme was presented by ICAO, an explanation on why the civil and military authorities should cooperate was presented by FAA, a message from the Global ATM Forum on Civil/Military Cooperation and the 37th session of the ICAO Assembly was conveyed by ICAO, and ICAO Circular 330-AN/189 on Civil/Military Cooperation in Air Traffic Management was reviewed by IATA. Thereafter, several panel discussions on the following topics took place: a) civil/military cooperation/coordination developments; b) ICAO regional perspective; c) civil/military collaboration – new regional challenges; d) airspace organization & management; e) ATM opportunities, interoperability & challenges. The seminar was concluded by the creation of consensually agreed on conclusions and recommendations.
The workshop consisted of sessions with active participation of all the attendees on the following topics: a) Setting the context for civil/military cooperation in airspace management; b) regulatory framework for civil/military cooperation/coordination matters; c) Circular 330 AN/189 Civil/Military Cooperation in ATM. Subsequently, practical exercises involving case studies were conducted, under the guidance of Eurocontrol and FAA, with the participation of the attendees covering the following topics: a) The fundamentals of good communication; b) The preparation of a static airspace plan; c) The preparation of a dynamic airspace plan; d) Initiatives to improve civil/military cooperation. The LARA simulation was demonstrated and showed what agreed improvement measures can bring.
This event was attended by civil and military aviation authorities from Argentina, Brazil, Chile, Colombia, Ecuador, Europe (Eurocontrol), Guatemala, Paraguay, Peru, Uruguay, USA, as well as representatives of the following organizations: ALTA, CANSO, COCESNA, IATA, ICAO (headquarters, Mexico office, Peru office), IFATCA, UVS International.
