The quote that flying a Drone in Tokyo is illegal, is only partially correct. The Ban exists for public parks and gardens. There are plenty of other places people can fly under those rules. But because many of those are private, other issues will prevail. Parking lots, and open spaces though less prevalent still exist, but the fact is that this ban will not stop them flying, it just forces them to do so in smaller more confined spaces with more chances of accident or incident. Public Education is the key. Also if you use it for terroristic acts you should be dealt with like any other terrorist.
